            During the life sojourn, a large number of important documents and personal inputs are required be held with care.  These need to be systematically compiled and retained for easy access and updating record of personal information, investments and various important documents, that may be required in future.

            In order to initiate the process, Secretary AFA has compiled a suggestive format for individual record maintenance.  The data needs to be properly maintained in a folder / file, with requisite documentary support, kept as per the serial number of the list.

             With a little effort, the individual would be able to maintain comprehensive information which would also be helpful in posterity, for the beneficiary family members.

FOR INFORMATION OF ALL ECHS MEMBERS

1.         In case of an emergency, an ECHS beneficiary can directly report to an Empanelled Hospital with his ECHS Card. The hospital is responsible for issuing an emergency certificate and informing the ECHS Polyclinic regarding the emergency admission within 48 hours. Based on this, the ECHS Polyclinic then issues a formal emergency referral. The onus of this entire procedure is with the Empanelled Hospital.

 2.         Similarly in case of OPD treatment also in an Empanelled Hospital, the hospital is supposed to do the paperwork and not the ECHS member.

 

3.         The ECHS beneficiary is not supposed to purchase any medicines since the same is not reimbursable as per existing policy on the subject. He is supposed to collect them from the ECHS Polyclinic based on the advise of the Empanelled Hospital.

 

4.         Reimbursement of Cost of Medicines Only in Special Conditions.

 

(a)       Reimbursement of cost of medicines is permitted only in certain special conditions if the patient is referred by the Polyclinic and medicines prescribed are required to be taken with immediate effect on discharge from the Empanelled Hospital as enumerated below :-

 

(i)                 Post operative cases of major Cardiac Surgery / Interventional Cardiology.

 

(ii)               Oncology,

 

(iii)               Post operative organ transplant cases.

 

                        (iv)       Post operative major Neurosurgical / Neurology cases.

 

(b)       Prescription for demand of the medicines are required to be provided to the OIC Polyclinic immediately after discharge.

 

(c)        Cost of medicines purchased is reimbursable for a period of maximum 30 days only.       

 

IMPLEMENTATION OF GOVT DECISION

PAYMENT OF ADDITIONAL PENSION FOR PENSIONERS 80 YEARS & ABOVE

 1.         PCDA (Pensions) Allahabad vide Circular No. 417 dated 02 Sep 2009 have spelt out the methodology to be adopted for payment of additional pension to pensioners / family pensioners of 80 years of age and above, in cases where the date of birth is not available in the PPO as well as in Record Office / Service HQs.

 2.         Any of the following documents in four copies duly attested by a Gozetted Officer / MLA to be submitted to the Pension Disbursing Authority.   

(a)                PAN Card

(b)               Matriculation Certificate (indicating DOB)

(c)                Passport

(d)               CGHS/ECHS Card

(e)                Driving License (Indicating DOB)

(f)                 Election id Card

 3.         PDAs have been authorized to make payment of Additional Pension / Family Pension on provisional basis for six months from the date of submission of above documents.  Corrigendum PPO will be issued by the Pension Sanction Authority for payment beyond six months.

RELEASE OF PAYMENT OF 60% OF ARREARS

ARMED FORCES PENSIONER/FAMILY PENSIONERS

 

 

PCDA Allahabad vide Circular No. 416 dated 01.09.2009 have instructed all PDA's to disburse the payment of remaining arrears of 60% of pension to all pensioners/family pensioners by 30 Sep 2009.

In Implementation of Hon’ble Supreme Court Judgment dated 9.9.2008 in SLP No. 12357/2006 filed by UOI Vs Maj. Gen. S.P.S. Vains (Retd) and others, it has been decided by the Govt. of India, vide Ministry of Defence letter No. 4(110)07/D(Pen/Legal) Dated 15th July 2009 (Copy enclosed) that Retiring Pension/Invalid Pension/ Service element of disability/War Injury Pension shall be revised w.e.f. 01.01.1996 in respect of Major Generals in the Army and Rear Admirals in Navy and Air Vice Marshal in the Air Force who were in receipt of Retiring /Invalid pension/Service element of Disability Pension and Service element of war injury pension.

2. All retired Major Generals and equivalent in Navy and Air Force who were in receipt of pension as on 1st October 2001 are required to apply to their respective Pension Disbursing Agency for revision of his/her pension in terms of these orders in the prescribed form as per Annexure-I attached with Govt. letter dated 15.07.2009 immediately but latest within one month from the date of issue of the Government letter i.e. by 14.08.2009 positively. Affected pensioners not applying within stipulated time will not be entitled to interest @ 10% per annum for the period by which submission of application beyond the stipulated period is delayed.

3. The pensioner who was alive as on 1st October 2001 and died subsequently, his legal heir(s) is/are also entitled lifetime arrears with effect from 1st October 2001 till the date of death of pensioner. For this purpose legal heir(s) are also to apply to Pension Disbursing Agencies concerned.

4. On receipt of applications from the pensioners, the PDA’s have to pass on the applications, after verifying relevant entries, to the pay account authorities i.e. to CDA (O) Pune in case of Maj. Generals, Naval Pay Officer Mumbai in case of Rear Admiral and AFCAO, New Delhi in the case of Air Vice Marshal within a period of 15 days from the date of receipt of application under intimation to the applicant. The addresses of Pay Account Authorities is given as Annexure III to the Govt. letter dated 15.07.2009.

5. It is requested that a copy of these orders / instructions are provided to all link / Paying branches under your jurisdiction and they may be advised to give wide publicity so that the affected officers or Legal heirs (in case of death of officer) may fill up annexure-I (in triplicate) attached with Govt. letter. The branches may further be instructed to check relevant entries and forward two countersigned copies of annexure-I to the concerned Pay Accounts Office at address given in Annexure-III to Govt. letter, within stipulated time. RETIRED PERSONNEL INVESTMENT SCHEME

1.         With a view to assist bereaved families of deceased and retired Air Force personnel, AFGIS had launched an Investment Scheme for retired personnel during Dec 1991.

2.         Membership. The scheme is open to the following categories of persons:-

(a)                Retired AF Personnel.

(b)               Those entitled and continue to draw family pension.

(c)                Minor children/major unmarried daughters of deceased AF personnel.

3.         Schemes. The following schemes are available for investment.

(a)        Non Cumulative Scheme. Advance interest will be paid at the rate as decided by BoT on quarterly basis for first three quarters to retired personnel and on monthly basis to widows for eleven months as the case may be. The interest for last quarter/month will be paid in March along with balance for the previous quarters/months after deduction of income tax, if any.

(b)        Cumulative Scheme. Interest declared for each year will be credited on 31 Mar of the year to the depositors account and principal along with interest is repaid at the time of maturity.

4.         Amount and period of deposit. The society accepts deposit in multiple of Rs. 10,000/-, the minimum amount being Rs. 30,000/- and maximum being the aggregate of terminal benefits. The deposits will be initially for a period of three years extendable by 1/2/3 year(s) optionally.

5.         Interest on deposits. W.e.f. 01 Oct 08, interest on deposits has been revised from 8.7% to 9.2% on Non Cumulative Scheme and from 9% to 9.5% on Cumulative Scheme. For Scheme details, member may log on to website http://www.indianairforce.nic.in

6.         Enhancement of upper age limit under Post Retirement Insurance Cover (PRIC) Scheme. W.e.f. 01 Oct 08, upper age limit under PRIC has been enhanced from existing 70 years to 72 years without charging any additional contribution for the members of PRIC-05 (for Air Force Veterans who retired on or after 31 Mar 07). The enhancement will also be applicable to the members of all future schemes of PRIC.

REQUIREMENT OF AUTHENTICATED DOCUMENTS

FOR DATE OF BIRTH OF WIFE

  1.         Consequent to the approval of 6th CPC, an authenticated document for date of birth of wife is required to be obtained from all pensioners who have retired on or after 01 Jan 06. The following documents are the only valid documents for DOB for wife for taking up the cases for issue of Corringendum PPOs for implementation of 6th CPC for inclusion of date of birth of wife in PPOs.

            (a)        Copy of Matriculation Certificate duly attested by Gazetted Officer.

Or

            (b)        Birth Certificate issued by Registrar Births & Deaths.

Or

            (c)        Certificate of date of birth from Village Pradhan/Surpanch.

Or

(d)        An Affidavit for date of birth issued before a I Class Judicial  Magistrate only and not by a Notary.

2.         However, in your case, the name of wife is …………………………………… and her date of birth is ………………………… as per Form ‘A’ (Nomination Form) filled by you and held by your PDA and records available at this Office. If there is a variation of name of your wife with our records and any of the above documents (except Sur Name), please forward attested copy of requisite documents which were submitted for change of her name.

3.         You are requested to forward any one of the aforesaid document to this office immediately (R) immediately for taking up your case for issue of a Corringendum PPO as per 6th CPC approval. Without the requisite document, case cannot be taken up for revision of pension.

4.         Please accord top most priority to forward the said document.

FITMENT FOR PAST PENSIONERS

 STEPS OF CALCULATION

 1.                Check out the basic pension fixed post 1.1.96 excluding the element of dearness pension

 2.     Calculate 2.26 times of this basic pension. This is the new revised pension.

 3.     If this revised pension is lower than the minimum pension of the rank in which retired, then the minimum pension is the revised pension.

 MINIMUM FIXATION CLAUSE (5.1.47)

 ό     The minimum pension of the rank is minimum of the pay in the relevant pay band and the grade pay of the rank in which retired.

ό     As per the above statement following would be the minimum pension for each rank.

(a)    If you are a pensioner for less than 15 years then deduct the amount of pension commuted from basic pension. Balance is residual pension.

(b)    If you are pensioner for 15 years and above then the pension derived is your new full pension.

AIR FORCE ASSOCIATION SCHOLARSHIP SCHEME – REVISED

 Air Force Association had instituted the scholarship funds for wards of Ex-servicemen/Widows.  The Scholarship schemes have been revised in order to include more number of beneficiaries.  Revised criterion and eligibility conditions below:-

 1.         Mrs & Sqn Ldr Pritam Singh VSM (Retd) Scholarship fund:-

            Three Scholarship each of Rs. 600/- PM will be awarded to the students of Class XI & XII and two scholarships for Class X as per criteria / eligibility conditions under following priority:-

            (a)                Orphaned Children of Ex-IAF personnel / widows.

            (b)               Wards of all other Ex-IAF personnel

 2.         Sri Venkateswara Scholarship Fund :           One Scholarship each of Rs. 250/- will be awarded to the students of Class IX & X. 

 3.         Mrs Suwarna Chaudhary Scholarship Fund:            One Scholarship each of Rs. 4000/- per annum for the girl students of class XI & XII.

 4.         Criteria and Eligibility :-

            (a)        Wards of Ex-Air Force personnel/widows only are eligible for the scholarship.

            (b)        Awards will need / income based.

            (c)        Minimum marks at least 50%.

            (d)        Scholarship will be for a period of two years subject to continuous performance by the student and shall coincide with the academic year.

 5.         Last Date of Application:      Applications for the award of scholarship are available with AFA Head /Branch offices and AFA website.  Applications duly completed must reach by 30 Oct of the year.

 6.         IAF Benevolent Association also grant Scholarships to wards of Ex-Air Warrior/ Widows for class XI & XII, Undergraduate / Professional courses.  Forms are available at nearest Air Force Units / IAFBA.  Completed forms to be submitted by 31 Oct every to IAFBA, Subroto Park, New Delhi – 110 010.


 

A THOUGHT FOR RETIRED AIR WARRIORS

 

1.       After having served in the Armed Forces, on retirement, once our commitments have been met and we have spare time, is the time for us to give back to society whatever we can.  This is necessary so that we do not become redundant and meaningless in the society we live.  As long as we deliver, we will be respected.  But often we wonder as to what can we do to improve the society we live in?

 

2.       Towards this, Govt of Delhi plans to appoint retired Armed Forces Personnel as Vigilance Officers/Traffic Wardens to discipline traffic and report the violation of traffic rules/congestion.  The scheme is applicable within the jurisdiction of Delhi and no honorarium is paid for the assignment. 

 

3.       Country capital is threatened on various occasions by terrorists e.g. Republic Day, Festivals etc.  Delhi Government is looking for volunteers who could assist as “spotters” in the areas allotted and report for action by security services.  This is a great National Service to ensure that we are not cowed down by anti-National elements. An honorarium is paid for this task.  Also, Air Force Association has offered the services of the retired Air Force personnel for any activity associated with conduct of Commonwealth Games scheduled in 2010.  Depending upon task allotted, AFA will form teams for the same.

Nomination of Guardian by parents in respect of

mentally retarded children of Armed Forces personnel.

 

  The contents of Govt. of India letter No PC/MF-Air HQ/24229/283/FPHC/PP&R-3(i)/2678/D(Pen/Policy) dated 26 Oct 07 are appended below:-

 

 

"I am directed to state that Govt have agreed to allow Armed Forces Personnel to nominate guardian in respect of their mentally retarded children during their lifetime. Accordingly, in case of mentally retarded son or daughter, the family pension shall be payable through a person nominated by the Armed Forces Personnel or pensioner, as the case may be, and in case no such nomination has been furnished by the Armed Forces Personnel or pensioners during their life time, through the person nominated by the spouse of the deceased personnel or pensioner. However, such personnel/pensioners can also appoint legal guardian through Local Level Committee in terms of the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 & Rules, 2000.

 

2.         Nomination form devised for this purpose is enclosed as Annexure to this letter.

 

3.         All other conditions governing the grant of family pension to the handicapped/mentally ill including mentally retarded children would remain unchanged.

 

4.         This issues with the concurrence of Ministry of Defence (Finance/Pension) vide their U.O No.3162/Fin/Pen dated 24.10.2007.

GRANT OF FAMILY PENSION FOR LIFE TO HANDICAPPED CHILDREN OF ARMED FORCES PERSONNEL

    Govt has made provisions for grant of family pension for life to unmarried children of Armed Forces Personnel who are physically disabled / mentally ill including mentally retarded vide MOD letters No. A/49601/AG/PS-4 (e)/3363/B/D (Pen/Sers) dated 27 Aug 87 and PC-MF-Air HQ/24229/283/FPHC/PP & R - 3(i)/582/A/D (Pen/Sers) dated 29 Nov 05.  Salient features of the same are as under :-

1.       Documents required for processing the Cases.

(a)    Form for endorsement of family pension in triplicate.

(b)   Medical / disability certificate to be issued by a medical officer not below the rank of Civil Surgeon or Brigadier on prescription form.  Medical certificate must contian :-

(i)     Nature of Disability.

(ii)    Degree of disability, as far as possible , and

(iii)   Certificate to the effect that the child is not in a position to earn livelihood due to disability.

(c)   Legal guardianship certificate wherever required.

Ref:     This office Important Circular bearing even no. dated 20.12.2005.

 

1.         It has since been intimated by the Govt of India, Ministy of Defence, New Delhi under his letter No. 1527/B/05/D(Pens/Sers) dated 8.2.2006 that the provisions contained in Central Pension Accounting Officers’ OM No. CPAO/Tech/Amendments/Sch. Book/2005-06/69 dated 9.6.05 (copy enclosed) will be applicable mutatis-mutandis to Armed Forces to Armed Forces personnel/pensioners.

 

2.         It may be seen from the above mentioned orders that the Govt has introduced the facility for operation of Joint Account with spouse in the Bank by the pensioners.  Since the spouse of the pensioner will also now be in a position to withdraw the amount from the pensioner’ account even after his death, it may please be ensured that excess credit of pension account is not afforded by the bank.

DISTANCE EDUCATION FOR DEFENCE PERSONNEL   
Correspondence and on-line courses in MBA, BBA and PG/Diploma in various subjects are conducted twice by Amity University, Uttar Pradesh. This provides opportunity to learn and upgrade the education qualifications at one's convenience.
