SAINIK BOARD The Kendriya Sainik Board is the apex
body of the Govt. of India which formulates policies for resettlement
and welfare of ex-servicemen and their families. The Chairman
of the Board is Hon’ble Raksha Mantri and there are
43 members in the Board. This includes Chief Ministers of
13 States, Ministers in other Central/State Govts. and three
Services Chiefs.
The Board endeavors to meet once a year to review outstanding
issues relating to resettlement and welfare of ex-servicemen
and consider new problems and schemes. The secretariat of
KSB is headed by a serving Brigadier or equivalent rank from
Navy or Air Force and is co-located with the office of DGR.
Charter of Duties of KSB Secretariat
(a) Organize and conduct annual KSB meeting.
(b) Organise and conduct annual meeting of the Managing Committee
of Armed Forces Flag Day Fund.
(c) Progress implementation of the decisions taken with the
concerned agencies.
(d) Provide policy directives to Deptt. of Sainik Welfare
(Rajya Sainik Boards) in States/UTs on matters of welfare
of ex-servicemen.
(e) Monitor and guide the Deptt. of Sainik Welfare in their
functioning as per the guidelines laid down by KSB/Ministry
of Defence.
(f) Provide budgetary support for establishment and maintenance
costs of the Deptts. of Sainik Welfare and Zila Sainik Welfare
Offices in States/UTs.
(g) Attend as member of the Selection Committee convened invariably
under the Chief Secretary of the States for selection of Director,
Deptt. of Sainik Welfare/Secretary, RSB and Zila Sainik Welfare
Officers/Secretary ZSB concerned.
(h) Inspect the Deptt. of Sainik Welfare of States/UTs each
year and report their functioning to DGR.
(j) Attend Rajya Sainik Board and Amalgamated Fund meeting
in States as a special invitee.
(k) Administer Armed Forces Flag Day Fund.
(l) Deal with redresses and queries related to welfare of
ex-servicemen and families of deceased service personnel.
(m) Operate the scheme of allotment of Medical, Dental and
Engineering seats under the MOD quota.
(n) Organise and conduct Armed Forces Flag Day collections.
(o) Provide Flags and posters and publicity material for conduct
of AFFD in States/UTs and Indian Mission abroad.
(p) Provide through National Defence Fund periodic amalgamation
of corpus of Amalgamation special fund of the states.
(q) Operation of the centrally sponsored scheme such as Raksha
Mantri Discretionary Fund.
(r) Issue Identity cards for availing Rail Travel concession
to war widows.
(s) Process grants through Defence Minister Appellate Committee
in pension for ex-servicemen in penury. For more information
